National Rural Livelihood Mission (NRLM) is a poverty alleviation project implemented by the Ministry of Rural Development, Government of India. This plan is focused on promoting self-employment and the organization of the rural poor. The basic idea behind this program is to organize the poor into SHG (Self Help Groups) groups and make them capable of self-employment.
In 1999 after restructuring Integrated Rural Development Programme(IRDP), the Ministry of Rural Development (MoRD) launched Swarnajayanti Grameen Swarojgar Yojana (SGSY) to focus on promoting self-employment among the rural poor. SGSY is now remodeled to form NRLM thereby plugging the shortfalls of the SGSY program.[1] This program was launched in 2011 with a budget of 5.1 billion and is one of the flagship programs of the Ministry of Rural Development. This is one of the world's largest initiatives to improve the livelihood of the poor. This program is supported by the World Bank with a credit of $1 Billion.[2] The program was succeeded by Deen Dayal Antyodaya Yojana on 25 September 2015.
National Rural Livelihood Mission aims to alleviate rural poverty and create sustainable livelihood opportunities for the rural poor. Towards this objective, NRLM seeks to promote sustainable community-based institutions which will facilitate the provision of financial services, economic services, and other entitlements to the rural poor. In order to implement the program in a Mission mode, the state governments are required to create autonomous societies, establish dedicated Mission implementation architecture at the state, district, and block levels, and set up adequate complementary systems (viz., human resource, administration, finance, procurement, MIS and M&E).
Thus, the Ministry of Rural Development (MoRD) is required to provide technical and professional support to the states to establish the Mission societies, implementation architecture, and systems and guide them in the implementation and monitor their progress.
In this context, Union Cabinet in 2013 gave clearance to set up an autonomous society at the national level i.e. National Rural Livelihoods Promotion Society (NRLPS) under the Ministry of Rural Development. NRLPS is envisaged as a compact, professional and multi-disciplinary body to provide wide-ranging professional and technical support to the National Rural Livelihoods Mission (NRLM) and the State Rural Livelihoods Missions (SRLMs) in the implementation of their Mission Objectives.
Mission
"To reduce poverty by enabling the poor households to access gainful self- employment and skilled wage employment opportunities resulting in appreciable improvement in their livelihoods on a sustainable basis, through building strong and sustainable grassroots institutions of the poor.
Guiding Principles
• Poor have a strong desire to come out of poverty, and they have innate capabilities .
• An external dedicated and sensitive support structure is required to induce the social mobilization, institution building and empowerment process.
• Facilitating knowledge dissemination, skill building, access to credit, access to marketing, and access to other livelihoods services enables them to enjoy a portfolio of sustainable livelihoods.

The core values which guide all the activities under NRLM are as follows:
• Inclusion of the poorest, and meaningful role to the poorest in all the processes
• Transparency and accountability of all processes and institutions.
• Ownership and key role of the poor and their institutions in all stages – planning, implementation, and, monitoring
Meaning of Self-Help Group (SHG):
- SHG is a holistic programme of micro-enterprises covering all aspects of self-employment, organization of the rural poor into self Help groups and their capacity building, planning of activity clusters, infrastructure build up, technology, credit and marketing.
- It lays emphasis on activity clusters based on the resources and the occupational skills of the people and availability of markets
- Women SHGs under DAY-NRLM consist of 10-20 persons. In case of special SHGs i.e. groups in the difficult areas, groups with disabled persons, and groups formed in remote tribal areas, this number may be a minimum of 5 persons. 2.2 DAY-NRLM promotes affinity-based women Self Help Groups (SHGs).

What is SHG in NRLM?
The aim of the Mission is to reach out to 7.0 crore rural poor households of which 4.5 crore remain to be mobilized into the Self Help Groups (SHGs). On the other hand, the pre-mission SHGs covering about 2.5 crore rural poor households need further strengthening and financial support.
What are documents required for opening an SHG account?
Passport/driving licence/Aadhaar card/voter Identity Card/Job card/any other document acceptable to the Bank. If e-KYC of office bearers is done by the Bank, no other documentary proof other than Aadhaar card is required.
